INTRODUCTION
The system of education is a kind of hierarchical structure of educational institutions that allows a person to master knowledge and skills in the process of learning.
The education system is individual for every country. In this work, we will try to provide information about the basic systems that exist in the modern world.
It should be noted that new requirements for higher education are constantly being raised. This is due to the permanent development of society and the process of globalization. Special attention should be paid to strategic development of higher education.
There are different strategies for the use of sources (types of economic development), which will have different results in terms of pace and sustainability of economic growth, productivity and living standards of the population. The position of the country in the world market is determined by the nature of the technologies which are used (production, management, information). Country development strategies differ in the level of technological development they are able to achieve and place on the global competitive ladder. The higher the level of technology, the greater the capacity to manage the markets they create. The country’s economic strength is increasing as it moves fr om production of simple goods to production of the most sophisticated and unique new products, and creation of new technologies.
Strategic choices are made by the country’s elites. A special role in the process of preparation this choice is played by the concrete national education system. The education system, on the one hand, creates new resources for new technologies; on the other, it forms the national elite: competent, energetic and moral forces which are capable of moving the country into a qualitatively new state.
The education system forms the most important factor of economic development — intellectual resources possessing the necessary technological knowledge and skills and the ability to increase them constantly.
CHAPTER 1 THEORETICAL BASES OF INNOVATION ACTIVITY MANAGEMENT IN THE SYSTEM OF HIGHER EDUCATION USING INTELLECTUAL DECISION SUPPORT SYSTEM
1.1 Use of intelligent systems to support management decisions as one of the fundamental tools for managing innovative transformations in the field of education
One of the main tasks in a modern education system is upbringing of creative thinkers who possess high creative potential. This task is also relevant due to the constant increasing of prices of technology, equipment, raw materials in a modern world. Also the environmental situation is deteriorating. This combination of factors results in global social problems.
It is required to create a new technological wave, new knowledge and ideas, new means of a constant knowledge updating and new thinking to solve these problems. In this case, it is necessary to take into account importance of the education system. The need to train specialists with a creative thinking has been always significant in the education system. Outstanding teachers have developed various methods and theories connected with activation of a creative activity. Institutes of higher education provide ample opportunities for application of these methods
The organization of education that gives a higher professional education is called an Institute of higher education.
The main task of Institutes of higher education is the implementation of educational and professional programs of higher professional and postgraduate professional education by creating the necessary conditions for this. The conditions are aimed at the formation, personal and professional development of an individual on the basis of national and universal values, the achievements of science and practice.
The priority tasks of higher education institutions are:
1) development of creative, spiritual and physical capabilities of an individual, formation of a strong basis of morality and a healthy lifestyle.

2.1 The best foreign experience in the development of the use of intelligent systems to support the adoption of managerial decisions for universities
Analysis of state systems of higher education has been an integral part of most scientific research conducted in the field of higher education for a long time. In this direction, a series of attempts has also been made to develop suitable typologies for public management systems in order to study the intercountry differences and the complexity of national schemes for the management of higher education.
One of the first and most frequently mentioned models of typologization of control systems is the three-sided model of Burton Clark, which was developed even before the theory of managerialism began to penetrate the sphere of administrative management. In accordance with this model, developed and industrial countries differ in “coordination” measures in the management of higher education, located between the three axes:
• coordination, where the most significant role is played by the market (for example, in the USA);
• coordination, wh ere the most significant role is played by the state (for example, the former USSR and Sweden);
• coordination, which is based on the influence of the academic oligarchy (for example, Italy and the United Kingdom).
Higher education management systems of different countries use different forms of combination of all three areas of coordination, characterized respectively by the different positions of these systems in the indicated coordinate planes.
Undoubted advantages of the model are its visibility and the possibility of positioning different control systems with respect to a small number of important characteristics of the management tools used.
CHAPTER 3 METHODOLOGICAL SUPPORT OF COMPETITIVENESS AND SUSTAINABLE FUNCTIONING OF A HIGHER EDUCATIONAL INSTITUTION
3.1 Organization of a systems approach in the concept of competitiveness in the market of educational services
The approach of marketing educational services envisages the orientation to satisfying the customers’ needs and using the marketing strategies to the level of university institutions which the education consumers will identify, who are interested in the educational offer for which they have capabilities and will allow adaptation to make it more attractive. The aim of higher education institutions must be the determination of needs, wishes, the education consumers’ interests, the adaptation of educational and research approach to offer programmes that maintain or improve long-term satisfaction of their and the society’s interests.
The process of education, the special needs of supplier services and those of the consumers should be carefully explored as fundamental elements of the education system. The supplier services is directly represented in the relationship with the students by the teachers who are responsible for the generation and transmission of knowledge. The educational process is also maintained by the necessary infrastructure, by the cultural organization, by management that does not always accept quickly a change and for this reason the expectations of educational service consumers are secondary.
The care for customer and the guidance given by him to the service organization give shape to marketing orientation in the higher education institutions. The essential elements of marketing orientation have been outlined by Kotler, Armstrong and are the following:
1) the customer segments for which the institution is able to satisfy the needs in much better conditions than the competition;
2) various, complex and dynamic consumer needs.
CONCLUSION
One of the main tasks of the modern education system is the education of creative thinkers with high creative potential. This task is also relevant because of the constant increase in prices for technology, equipment, raw materials in the modern world. It is required to create a new technological wave, new knowledge and ideas, new means of constant updating of knowledge and new thinking to solve these problems.
The main goal of universities is the implementation of educational and professional programs of higher professional and postgraduate professional education by creating the necessary conditions for this. The main problem of education is not only the assimilation of an ever-growing volume of knowledge or orientation in the flow of growing information, but the creation, acquisition, production of such knowledge that is not yet available, but the need for it ripens. The system of education that exists at the present time is mainly based on traditional didactics, which treats learning as a process of deterministic objective development that can be achieved by transferring all known knowledge to students.
Modern education is a participant in the process of formation of a new world community — today it appears at the center of the problems associated with the individual development and development of various communities. The task of education is to enable all without exception to show their talents and all their creativity, implying the opportunity to realize their personal plans for everyone. In the context of increased competition in the higher education system, which in many respects is of a market nature, the effectiveness of ideological work determines the viability of the institution and its attractiveness. Higher education in all developed countries of the modern world is one of the most important factors affecting the development of the country as a whole. The state policy of these countries applies such strategies for the development of higher education, such as financing of basic research and development studies. The country’s competitiveness is strengthened by supporting higher education.
The application of strategic development of higher education is due to a number of factors. The main ones are the result of the development of the world community
