SHORT INTRODUCTION
The system of education is a kind of hierarchical structure of educational institutions that allows a person to master knowledge and skills in the process of learning.
The education system is individual for every country. In this work, we will try to provide information about the basic systems that exist in the modern world.
It should be noted that new requirements for higher education are constantly being raised. This is due to the permanent development of society and the process of globalization. Special attention should be paid to strategic development of higher education.
There are different strategies for the use of sources (types of economic development), which will have different results in terms of pace and sustainability of economic growth, productivity and living standards of the population. The position of the country in the world market is determined by the nature of the technologies which are used (production, management, information). Country development strategies differ in the level of technological development they are able to achieve and place on the global competitive ladder. The higher the level of technology, the greater the capacity to manage the markets they create. The country’s economic strength is increasing as it moves from production of simple goods to production of the most sophisticated and unique new products, and creation of new technologies.
The work identifies groups of factors that ensure the efficient functioning of leading research universities in different countries. Among them we can distinguish:
• a decrease in dependence on economic instability;
• ensuring dynamic development and adequate response to the challenges of modern societies.
These factors allow universities to diversify sources of funding; to concentrate talents in the teaching, research and student environment; to provide academic mobility, and to create an enabling governance structure. Work presents a description of current higher education systems in various countries; directions of its innovative development in modern conditions are determined with the use of technology of strategic development.

The purpose and objectives of the research. The purpose of the dissertation research is carrying out a studyof development prospects for the institutes of higher education using intelligent decision support system(on the example of technical institutes of higher education).
The object of the research is state of a higher education system in different countries. The subject of the research is the use of the intelligent decision support system (on the example of technical institutes of higher education).
To achieve the purpose the following tasks are stated:
1. analyzing of the world’s best developments of intelligent management decision support systems in institutes of higher education, methods to ensure competitiveness and sustainable development of higher technical educational institutions with intelligent decision support system;
2. development and implementation of biometric and intelligent systems in the learning process;
3. analyzing and giving recommendations for improving the training of specialists in technical institutes of higher education.
The most significant results that contain scientific novelty are the following:
1. For the first time in a study the advantages and disadvantages of the IDSS have been identified; recommendations for their implementation in the institution of higher education have been suggested;
2. The study identified for the first time the problems of competitiveness and sustainable functioning of higher technical educational institutions using intelligent decision support systems.
Claims of the dissertation:
1. The main strategy of the research is a case study. Case studies are a type of descriptive research looking at individuals, a small group of people or a unit (an organisation for example). In the research the organisation is Institute of Higher education. Data is collected by observation, participation and a range of other methods including examining existing records, interviews and tests. Case study includes participants own accounts. Conclusions are relevant primarily to the people or unit studied. Thus, the efficiency of using strategic development with the implementation of IDSS is effective directly for students and teachers of the university.
THE MAIN CONTENT
Chapter 1 «Theoretical bases of innovation activity management in the system of higher education using intellectual decision support system» includes theoretical bases of innovation activity management in the system of higher education using intellectual decision support system. This chapter includes the study of use of intelligent systems to support management decisions as one of the fundamental tools for managing innovative transformations in the field of education; theoretical bases of legal regulation of innovative activity in the field of education of Lebanon and Belarus and the main characteristics of the educational services market in Lebanon and Belarus.
One of the main tasks in a modern education system is upbringing of creative thinkers who possess high creative potential. This task is also relevant due to the constant increasing of prices of technology, equipment, raw materials in a modern world. It is required to create a new technological wave, new knowledge and ideas, new means of a constant knowledge updating and new thinking to solve these problems.
The main task of Institutes of higher education is the implementation of educational and professional programs of higher professional and postgraduate professional education by creating the necessary conditions for this. The main problem of education is not only the assimilation of an ever growing volume of knowledge or orientation in the flow of increasing information, but the creation, acquisition, production of such knowledge which is not yet available but the need for it is maturing.
Modern education is a participant of an emergence process of a new global community — today it’s appeared in the centre of problems associated an individual development and development of various communities. The task of education is to enable all without exception to show their talents and all their creativity, implying the possibility of realizing their personal plans for everyone. In conditions of increasing competition in the system of higher education that is of a market nature in many ways, the effectiveness of ideological work determines the viability of the institution and its attractiveness.
Application of strategic development of higher education is due to a number of factors. The main ones are the result of a world community development. It should also be noted that strategic development of higher education is possible only if a number of conditions that determine the process are observed. The decision supports system is an area of discipline of information system which concentrated on the systems provide assistance and betterment in managerial decision-making process. Decision support system can be described as information system which contributes and assists the human beings’ process of decision-making. It can make available a range of reliable programs and scrutinize the assumptions and requirements of decision-makers, as a consequence of attaining the objective of decision-making support.
The state program of innovative development of educational institutions of the Republic of Belarus is formed for a five-year period and after approval by the President of the Republic of Belarus is the main document ensuring the implementation of the main directions of the state innovation policy in the sphere of education.
Formation, financing the state program of innovative development of educational institutions of the Republic of Belarus and monitoring of its implementation are carried out in accordance with the Law.
Innovative policies of types of educational activity are formed by the republican government bodies, other state organizations subordinate to the Council of Ministers of the Republic of Belarus for a term up to five years and can be formed in the form of innovative development programs that are approved by these bodies and organizations. According to the decision of the Council of Ministers of the Republic of Belarus, an innovation policy on types of educational activity can be formed in the form of activities aimed at solving the tasks of the state innovation policy.
The state program of Lebanon for the development of education is focused on ensuring the high quality of Lebanese education in accordance with the changing needs of the population and the long-term objectives of the development of society and the economy; increasing the effectiveness of the implementation of youth policy in the interests of innovative socially-oriented development of the country.
There already exists a substantial educational innovational infrastructure in Lebanon. Research centers vary in size, relevance and competence. Innovational development falls into two broad categories: basic research and applied research. The difference between the two is a matter of time scale. Applied research aims to solve immediate technical problems, while basic research aims to address more fundamental questions.
CONCLUSION
Main scientific results of the dissertation:
1. One of the main tasks of the modern education system is the education of creative thinkers with high creative potential. Higher education in all developed countries of the modern world is one of the most important factors affecting the development of the country as a whole. The state policy of these countries applies such strategies for the development of higher education, such as financing of basic research and development studies. The country’s competitiveness is strengthened by supporting higher education.
The decision support system can be described as an information system that promotes and facilitates the decision-making process by people. It can provide a number of robust programs and carefully examine the assumptions and requirements of decision makers as a result of achieving the goal of decision support. Generally speaking, IDSS is an “interactive computer information system” that can help decision-makers use facts and figures to solve complex problems. Using IDSS gives some advantages: saving time, improving efficiency, improving interpersonal communication, competitive advantage, reducing costs, increasing the satisfaction of decision-makers, promoting training, and strengthening organizational control. It also has some disadvantages: cash costs, excessive decision making, and acceptance of relevance, transfer of power, unforeseen consequences, concealment of responsibility, false belief in objectivity, decline in status, information overload.
The fundamentals of the legal regulation of innovations in education in Belarus and Lebanon have a number of similarities. In all likelihood, this is due to the process of spreading globalization. The current state of the world economy makes about the same requirements for specialists who received an education. Differences in legal regulation are due to the specific legislation of each country. The markets for educational services in Belarus and Lebanon vary considerably. In Lebanon, the education system is closer to the European model and is characterized with close cooperation with the countries of the European Union. Nevertheless, both markets in the countries are not perfect and need considerable modernization.
2. The analysis of public systems of higher education is an integral part of most of the scientific research conducted in the field of higher education for a long time. All universities must work hard to adapt to the demands of the emerging era of globalization. If they do not show the necessary flexibility, the need for them can simply fall away, and if they demonstrate this, they may eventually cease to be higher education institutions. The first moment is the transformation of universities into epicenters of regional development programming, which are understood not only in economic but also in wider ones — in the social, cultural, ecological sense.
Many foreign countries have accumulated considerable practical experience and information both in the field of theory and practice of management in various industries, taking into account their specific characteristics in the competitive market environment. For decades, the Japanese management experience in the field of education has been actively studied and studied in many countries of the world. The Japanese leadership in the field of education has two most important characteristics: firstly, it is the most effective system in terms of innovation and productivity growth; secondly, this system allows the most effective use of labor, which is motivated in the context of intangible incentives through participation in educational activities and management. A distinctive feature of the organization of intellectual decision-making in Japanese universities is that they attach paramount importance to improving the style and methods of their development. As the analysis shows, the American approach to the process of intellectual decision-making in the field of education is aimed at a quick response, to changing and obtaining an instant result (gain). Unlike the American, the Japanese approach assumes a slow course of events and proceeds from the concept of human potential. In the Japanese IDSS, much attention is paid to collective (group) decision-making. This is due to the fact that the tasks are performed by the whole team, and not by individual employees, and therefore the responsibility lies with the entire group as a whole. In England, Holland, Norway, Sweden and other Western countries, the practice of attracting employees to participate in management and decision-making is widely used.
The urgency of creating effective governance and strategic development in the sphere of higher education at the present stage is determined by the following factors: the correspondence of universities with the requests of citizens, employers; Relative reduction of expenses for higher education and the need to attract extra-budgetary funds; Increased competition between universities for budgetary funds; Increased competition between universities for off-budget funds; changes in the legal status of higher education institutions; the need for targeted activities to create quality management systems in higher education institutions in accordance with world trends (in particular, in accordance with the European approaches in the framework of the Bologna process); the need for an adequate response from the university community to the revolutionary changes (inevitable in the organization of the educational process in the context of the intensive development of information and communication technologies); the growth of trends related to the integration of educational institutions, as well as the formation of strategic alliances, international programs, as well as the formation of regional and international educational networks.
